तालिबान ने हाल ही में अपने दबदबे वाले इलाकों में कई गैरइंसानी फ़रमान जारी किए हैं। इनमें लड़कियों के नेल पॉलिश लगाने पर ऊंगलियां काट लेने, बिना बुर्के के बाहर निकलने के पर संगसार कर मौत के घाट उतारने और ज़ोर से हंसने पर सरेआम सज़ा देने की बात कही गई है। वैसे तालिबान इससे दो कदम आगे बढ़ कर एक ऐसे टीचर की जान भी ले चुका है, जिसने उनके छोटे पायजामे पहनने के फ़रमान की अनसुनी कर दी थी... जब-जब ऐसी ख़बरें टीवी पर देखता हूं या अख़बारों में पढ़ता हूं, तो मन कड़वाहट से भर उठता है। सोचता हूं कि कोई इंसान भला किसी दूसरे इंसान की ज़िंदगी के कायदे-कानून कैसे तय कर सकता है? वो भी गैरइंसानी तरीके से! वो कैसा समाज है, जहां मज़हब के नाम पर किसी के हंसने पर भी रोक लगा दी जाए और हंसते ही जान चली जाए! जितनी बार सोचता हूं, हैरान हो जाता हूं।
लेकिन उससे भी ज़्यादा हैरानी तब होती है, जब श्रीराम सेना को मैंगलोर के पब में गुंडागर्दी करते देखता हूं। टीवी के फुटेज बताते हैं कि श्रीराम सेना के गुंडों ने पब में धावा बोलकर लड़के-लड़कियों को बेतरह पीटा और कहा कि जब-जब हिंदुस्तानी संस्कृति पर कोई हमला होगा, वे ऐसे ही कार्रवाई करेंगे। तालिबान की हालत पर तो सिर्फ़ अफ़सोस ही हो रहा था, लेकिन मंगलूर की हालत देख कर ख़ून खौल उठा। फर्ज़ कीजिए आप अपने दोस्तों के साथ कहीं इत्मीनान से बैठे चाय-कॉफी पी रहे हों या फिर शराब से ही हलक तर कर रहे हों, समाज के ऐसे पहरेदार वहां पहुंचकर बिना किसी बात के आपको बुरी तरह पीटने लगें, तो कैसा लगेगा? या फिर पिटती हुई लड़कियों में कोई आपकी बहन या बेटी हो, तो फिर तकलीफ़ कितनी बढ़ जाएगी? तस्वीरों में पिटते नौजवानों को देख कर लगा जैसे श्रीराम सेना के हाथों मैं भी घिर गया हूं और समाज के ऐसे ही ठेकेदार मुझे भी बुरी तरह पीट रहे हैं। गुस्से के मारे गर्मी लगने लगी और लगा ऐसे ठेकेदारों के साथ मैं भी कुछ वैसा ही करूं, जैसा उन्होंने बेगुनाहों के साथ किया है। लेकिन अफ़सोस... क़ानून पर भरोसा करनेवाले ऐसा कुछ नहीं कर सकते।
ऐसा नहीं है कि सभ्यता संस्कृति के नाम पर ऐसा पहली बार हुआ है। इस बार तो ये फुटेज टीवी पर दिखा, सालों-साल रिपोर्टिंग के दौरान कभी वैलेंटाइन डे के मौके पर, तो कभी किसी और दिन, ऐसा मंज़र अपनी आंखों से लाइव देखा है, लेकिन ऐसे गुंडों को सिर्फ़ रोकने की कोशिश करने या फिर उन्हें अच्छा-बुरा समझाने के और कुछ भी नहीं कर सका हूं। अक्सर अपनी इस लाचारगी पर बड़ी कोफ़्त होती है। अपनी हैसियत के छुटपन का अहसास भी सताने लगता है। लेकिन... बस यहीं तक। इसके आगे और कुछ नहीं होता। या फिर यूं कहिए कि हो नहीं सकता...
मुझे यकीन है कि ऐसी गुंडागर्दी देख कर आपकी हालत भी ऐसी ही होती होगी। ज़रूरत है कि हम घर के तालिबान से सबसे पहले निबटें और हमारे चुने हुए नुमाइंदों पर क़ानून की हद में रहते हुए ऐसे गुंडों के साथ कुछ ऐसी सख्ती के लिए दबाव बनाएं कि फिर कोई गुंडा पैदा होने से पहले दस बार सोचे... एक बेहतर कल की उम्मीद के साथ...

इस तरह की घटनाओं को बढ़ावा देने वाला मीडिया ही है। कई घटनाक्रमों में देखा गया है कि इस तरह की घटनाओं की पूर्व सूचना मीडिया कर्मियों को रहती है, बावजूद उसके वो बिना एक नागरिक का कर्तव्य पूरा किए ( पुलिस को सूचना देना) अपना पत्रकार होने का फर्ज निभाने कैमरा लेकर तैनात हो जाते हैं। संस्कृति के ठेकेदार कैमरे के सामने कोई मौका नहीं चूकना चाहते।
दूसरी बात ये कि हमारे पुलिस कर्मी निठल्ले हैं। 20 रुपये में बिकने वाला पुलिस तंत्र इन लोगों के हौसले को बढ़ाता रहता है। अच्छे पुलिसकर्मियों को राजनेता टिकने नहीं देते। हमारा कानून इतना लचर है कि इस तरह के काम करने वालों को दो थोड़ी देर में ही ज़मानत पर रिहा कर दिया जाता है और उसके बाद शुरु होता है तारीखों का काम। बड़ी मछलियों को पकड़ा नहीं जाता है। इन संगठनों पर रोक लगाई नहीं जाती। क्या करें, मामला बहुत पेचीदा है। भारत परिवर्तन के दौर से गुज़र रहा है। कुछ लोग संस्कृति के प्रवाह को रोकना चाह रहे हैं। इन्हे पकड़ कर धुनना चाहिए..
अब देखिये न मुफ्त की बियर पीने के इए इतनी मेहनत तो दिन भर करनी पड़ती है ,आप नही पीते तो इनको बुरा क्यों कहते है .शाम को सबने पी होगी .

The tsunami warning was lifted in Hawaii on late Saturday after waves of about 1.5 meters were sighted, without any apparent damage. Beaches were briefly cleared of swimmers, and tourists were sent to upper floors of hotels. But nations further west left their alerts in place for much of Sunday, even after waves proved small, in case of additional tsunamis triggered by the huge Chilean temblor.
Nations took the warning seriously in a region where raw memories remain of the deadly December 2004 tsunami in the neighboring Indian Ocean that killed nearly 230,000 people in 14 countries.
Some of the biggest preparations were taken by Japan, where meteorological agency officials issued the nation’s first major tsunami warning in 17 years. They initially said they expected walls of water up to 3 meters, or 9 feet, high.
In Tokyo, train lines and highways in densely populated areas along the edge of Tokyo Bay were stopped for hours. Further north, officials said they ordered the evacuation of some 570,000 households from coastal areas mostly on the main Japanese island of Honshu, a areas that has seen killer tsunamis in the past.
Television news programs showed elderly residents in Iwate prefecture sitting on blankets in school gyms that had been turned into makeshift shelters. In the hilly port city of Hakodate, on the northernmost island of Hokkaido, residents sat on hilltops for hours on Sunday watching the sea.[/quote]
